Finance, Human Resources, Procurement, PPAS (Plan, Policy, Analysis, and Statistics), and Co-operatives are the service departments.

Job Description

In collaboration with the International Fund for Agricultural Development (IFAD) and the Niger Delta Development Commission (NDDC), the Federal Ministry of Agriculture and Rural Development (FMARD) is implementing a Livelihood Improvement Family Enterprises program in the Niger Delta states (LIFE-ND).

The project’s partners are looking for skilled and experienced people from the region to fill the role of Ondo State Knowledge Management and Communication Officer (SKMO).

The Most Important Responsibilities

At the state level, the Knowledge Management and Communications Officer (KMCO) will be in charge of coordinating project implementation.

In order to implement MC operations, the Officer will work closely with the KMC Coordinator at the NPCO and the KMC Advisor at the Central Communications Unit.

Responsibilities

  • Ensure that the project’s KMC strategy is implemented at the state level.
  • Plan and budget for KMC activities in the annual work plan (AWPB).
  • Prepare an annual KMC action plan for improving the institution’s learning and knowledge-sharing culture.
  • Organize events for knowledge sharing and policy discussions among project stakeholders.
  • Ensure that new ideas, lessons learned, and best practices are documented. Continuously synthesized, documented, and shared inside the project, with all necessary stakeholders
  • Assist in the capitalization of knowledge, the development of evidence-based knowledge products, and the distribution of that knowledge.
  • Develop and maintain a contact list and mailing list for project stakeholders in order to disseminate project knowledge products.
  • Staff should be instructed on how to gather, process, and disseminate information.
  • Play a key role in external contacts, including media and communications relations, as well as liaison and public relations.
  • Ensure that results from various studies, including quality management, reporting, and monitoring and evaluation, are transformed into evidence-based knowledge products in close collaboration with the State M&E Officer.
  • Establish information technology requirements for the KMC strategy’s efficient implementation via social media and the internet.
  • Plan and coordinate communication and advocacy campaigns, as needed, through the media, newsletters, stakeholder meetings, and other venues.
  • Assist in the development of integrated information systems for monitoring and evaluating project activities.
  • At the state level, monitor and evaluate the project’s KM strategy’s performance.
  • Contribute to the creation of project progress reports on a regular basis.
  • Maintain an up-to-date cataloguing of the project’s knowledge assets and web resources.
  • Assist with other KMC chores as needed.

Qualifications & Requirements

  • A bachelor’s degree or higher in an area linked to communications, journalism, development, or a similar discipline is required.
  • Minimum of three years’ experience in information management, knowledge management, and/or development communication, ideally in agricultural and rural development. Experience in public relations, information technology, and extension will be advantageous.
  • Demonstrated proficiency in documentation and advocacy, as well as the ability to produce and oversee the implementation of program documentation, presentations, communication, and reporting skills.
  • Strong oral and written communication skills; experience working with a wide range of internal and external stakeholders
  • High motivation, initiative, independence, dependability, adaptability, and professional maturity; and prioritizes “getting things done.”
  • Strong project management and coordination skills; ability to manage several projects and prioritize priorities with a variety of stakeholders.
  • Experience in media relations and donor-funded projects is a plus.

Appointee’s Term of Office

In the first instance, the appointment will be for two (2) years, renewable subject to good performance as determined by FGN/IFAD.
