For the Enumerators of the Federal Ministry of Agriculture and Rural Development’s Project Agric for Food and Job Plan, August 2022 has been a season of Alerts (FMARDpace AFJP).
The payment, which started in the first week of August 2022, followed months of protests over unpaid data collection tasks completed by the FMARDPace AFJP Farmer’s Grant Project’s employed enumerators since 2020.
The Agriculture for Food and Jobs Plan (AFJP) Enumerators have received their final payment, the ministry said in a document dated August 8, 2022, for the farmer-farm registration that took place between 2020 and 2021 across the 36 States and FCT.
Dr. Andrew Kwasari, the AFJP’s national coordinator, emphasized in the memo that the payment, which started on Friday, August 5, 2022, was for legitimate surveys that the enumerators had submitted throughout the enumeration exercise.
Describing the conduct and impact of the FMARDpace AFJP Enumeration exercise, Kwasari stated that:
“at the State level, the enumeration exercise was supervised by the Agricultural Development Programme (ADP) State Programme Managers who worked with the ADP Supervisors (Master Trainers) in each of the 774 Local Government Areas in the 36 States and FCT to ensure the timely registration of smallholder farmers in their communities”.
“The farmer-farm registration exercise helped register over 6 million smallholder farmers. Using the data collected by the enumerators, cash subsidies were provided to over 1 million vulnerable smallholder farmers adversely impacted by the covid-19 pandemic to prevent food scarcity in Nigeria”, Kwasari added.
According to the AFJP National Coordinator, as of May 2021, a total of N1,097,408,750 had been distributed in four payments to enumerators, master trainers, and state program managers for the farmer farm registration operation.
Kwasari offered a suggestion that there were additional payments made in the most recent disbursement, including those to Enumerators for collecting soil samples, soil laboratories for testing soil, and ADP Master Trainers for the period of March to November 2021.
Credit Alerts for the AFJP Farmers Grant Enumerators have been pouring in since since the Ministry’s announcement.
Guarantee Trust Bank (GTB) logged into the FMARDpace AFJP Enumerators Payment garlour only this morning to wake up the AFJP Enumerors with lump sum payments, like First Bank, United Bank of Africa, and other financial institutions had done the week prior.
While some of the enumerators who revealed their Credit Alert Slips went home happy with amounts between N250,000 and N800,000, some who claimed they had been underpaid only received N10,000.
The payment is the 6th Trench Outstanding Balance payable to Enumerators as 2nd 50% Payment for Activities encompassing August 2020 to January 2021, according to a summary of the most recent payment made to the AFJP Farmers’ Grant Enumerators.
According to the breakdown of the remaining payments to be given to the AFJP Farmers’ Grant Enumerators provided by the Ministry, it is anticipated that more payments will be paid to the Enumerators to cover all Trenches of half payments and Full Payments.
Remember that the AfJP project explicitly stated that the Enumerators would receive N500 for each successfully uploaded and accepted “work done” in two installments: half of earnings per week would be paid at the end of each week, and the remaining balance of the project would be paid as a whole sum one month after completion while planning for legal action.
To the FMARDpace AFJP Farmers’ Grant Enumerators, all payments are now made as unpaid amounts.
